well the weird whirling noise you describe is your turbo,and the lack of power is your car going into limp mode which resets itself upon restarting, you need a code reader and I would guess its a turbo boost pressure problem

it has gone into limp mode, which normally clears once you restart it, most common reasons, turbo pressure overboost or DPF problem. You need to get a code reader on it, I guarantee you will have a code there.
