Q7 CRCA Engine no power to Injectors

I have a late 2013 Q7 with the 3.0 V6 TDi CRCA engine. 

Engine cranks no issue and starts and runs off easy start.

The crank sensor is giving a reading in diagnostics and while cranking I am seeing 30000kpa (300bar), on the rail according to diagnostics.

Measured voltage to injectors and it's showing nothing, on either pin to ground. 

All injectors are showing around 180Kohm between pins as they are piezo... No shorts from the injector contacts to ground.

I suspect it's the ECU as injectors are controlled directly from the ECU, no fuses or relays between. ECU is currently off being tested.

Any thoughts on what else it could be.. maybe the N290 but it's showing 30000kpa on the rail

Did it work one day and then not the next or was it doing the run for 5 mins then cut out 5 times with the flashing glow plug light of death?
