Audi concert radio safe mode

Hi new here and wondering if anyone could help me! 

I have owned my A3 for 2 years and as I was driving the other day my radio randomly turned off and went into safe mode! I looked in my manual and the security code has been taken out and I haven't been given it when I purchased the car! I called an Audi dealership and they told me there is a £19.99 fee to obtain my security code which I do not agree with paying as it is not my fault I do not have the code! 

What can I do?

I would phone another dealership to see if they can issue you a code as I know with Volkswagen (same group of companies) they hand out codes for free.

Just called another dealer and they are saying the same car needs to be booked in and is a chargeable fee to obtain the code as car is out of warranty
