Turbo actuator

Hi, I've had my Audi A3 1.4 tfsi for 18 months and its done 33000 miles on 2014 plate. I was experiencing loss of power and I've been told that all signs lead to the  turbo actuator needs replacing. Which is over £400. But if it is not this then it is the turbo. I know very little about engines but I think this seems to be pretty unusual on a car of that age and mileage. Does anyone know how long these things are supposed to last on a car like this? Any help would be gratefully received.

Can just be corrosion on the contact's also if you ever have issues with your turbo detach from exhaust and spray as much Mr muscle oven cleaner into and down the exhaust and simply re attache and start the engine and it will completely de coke everything and return performance
