hi does anyone know?

i have a4 2.0 fsi awa engine, my question is,when the camshaft alignment tool is in place holding them solid do the timing marks on the camshaft pulley and camshaft back plate line up? or when shafts are aligned and put together on engine do i then rotate pulley to line up marks to tdc and put belt on? thx someone.
