I have a 2013 Tdi. Changed cam belt & water pump. But fan comes on soon as put ignition on even when cold, & heaters have never been warm.  Appreciate any advice. Kind regards. 👍🏼

Sounds like the thermostat is stuck

Check any connections are unplugged , radiator etc.

For the fan to run continuously the temperature sensor must be faulty.

Aircon pressure sensor can cause fan run on.  A broken earth wire can also cause it.  Just to add to the obvious... 👍
