Tailgate not lifting

Every now and again my electricly operated tailgate doesnt open properly.

It just opens 2 or 3 inches then stops and sometimes closes again.

Im just using the key fob, could it be the battery in the fob failing?

I notice when it does open its not fully open right to the highest point as well.
