Low power problem

Hi all, 

I have a 2007 A4 2.0l TDi (BRD) 180k on the clock.  the car when cold starts (no smoke white or black) idles fine around 1k revs no bouncy needle or fluctuating revs, when I rev the car it will only rev to around 1.2k/1.3k revs after around 30 seconds it will let me rev it round to 3k. When I am reving the car there is no power and slow to build till it hits 2k upwards. After the car been started and run it doesn’t limit my revs for 30 seconds it lets me rev up straight away with the same symptoms. Turbo is spooling and the pressure if great coming out the turbo.

No lights have come up on the dash and nothing is coming up with a code scanner. Thing I have noticed on my scanner it says my throttle position is 4.7% no matter where I put my accelerator pedal? I don’t understand this. 

The car has Egr and dpf delete carried out before I bought the car 


The car has had the following parts fitted 

* New turbo
*new tandem pump
*new n75 and pipes
*new injector harness
* new MAF  

 

struggling what to check/test next any help would be great
