Turbo doesn't stay active, why?

So when driving turbo boosts and shuts off randomly and then randomly doesn't work for bit then does.

I noticed in idle holding revs at 2k it will boost then cut off few seconds later like when I drive. if i idle and throttle again it doesn't work unless its been idle for few minutes. 

I have checked actuator and it moves freely, theres no vacuum leaks I can see or find. so im stumped.

Hi the Turbine variable blades are sticking on the exhaust side and are unable to maintain there position or if its a vacuum controlled boost sensor the diaphragm may be leaking, easy way to check is give it tin of squirt down the intake trunking turbo cleaner if that improves it its the vanes sticking if not its probably the actuator on the turbo.

when you say diaphragm, do you mean the actuator that has rod that moves up and down with vacuum on and off etc? and do you mean squirt on air intake bit?

Hi yes the vacuum controlled bit with the rod, if you get the turbo cleaner in a can you disconnect the intake hose from the airbag and with the engine warm and running squirt the cleaner down the hose at the intervals specified on the aerosol.

Hi NO the cleaner goes in to the corrugated hose between the air box and turbo, disconnect the hose at the box end [jubilee/expansion clip] then with the engine warm and running apply cleaner down the intake hose you have disconnected.
