Missing Suspension Blanking Plate

Does anyone know why the O/S suspension blanking plate in the engine bay is missing? I took delivery of a 1 year old Avant that had mud and grit covering the engine bay and underside of the bonnet. The N/S has a blanking plate covering the hole but O/S has nothing thereby allowing all the muck thrown up by the wheel to cover the engine. The supplying dealer says he does not know why but that all the new ones in the showroom are the same!!

If theyre all the same there must be a reason. You could always see if lhd markets are the same or different? 

Unlikely as within a short space of time all the components, wiring etc get covered in thick mud and grit thrown up by the wheel and suspension that is directly below and for which there is a blanking cap on the identical inspection hole on the N/S.
