Turbo issues 65 reg Audi A5

Quite some time ago, the light came on indicating what we assumed was glow plugs (see attached pics) Our mobile Mechanic looked through everything said he was almost certain after quite some time that it was the turbo.  Took it to an Audi specialist who done a smoke test and came up with the same result ie  expected it to be the turbo

Fault code was P029900 indicate a Turbo charger/supercharger A under boost condition meaning the table isn’t producing enough pressure

We have paid £2000 to a local garage who has installed a new turbo. Unfortunately, light came on within a few days and power was lost again and the same fault code was noted.

Took it back to the garage again he supplied and fitted a turbo solenoid valve costing me £240. Unfortunately, same issue within half hour of leaving the garage loss of power glow plug light came on again

Again back to the Garage, who said he couldn’t see the fault which quite honestly made me feel a bit stupid. His next advice is that it could be something electric.

Problem is I can’t keep throwing money at the car. Does anybody have any idea whatsoever that this might be?
